This file is a BHO (browser helper object) that is associated with Microsoft Money. Note that the Microsoft site does not list this as a Microsoft DLL! I find that very strange, although I feel this file is safe, if it were on my pc I would disable my BHO entries (disabling BHO entries is safe since it does not delete anything, but only stops them from loading).
